A 50-year-old Toms River man has been charged with paying a prostitute from Neptune to watch her have sex with a 12-year-old boy in a hotel room.
Charged are James H. Holmberg and Amanda E. Francis, 21. Holmberg is accused of paying Francis to have sex with the boy on Oct. 22 in an Ocean Township hotel room while Holmberg watched.
According to the Monmouth County Prosecutor’s Office, the investigation also revealed that Francis had sex with the boy previously in June 2006. The boy and Francis knew each other, but Holmberg did not know the boy.
The investigation â€” by the county Sex Crimes/Child Abuse Unit and Ocean Township and Neptune police â€” began when the boy’s mother contacted the Neptune police and explained that her son had been the victim of a sexual encounter with a 20-year-old woman.
Francis was charged with two counts of first degree aggravated sexual assault, conspiracy to commit aggravated sexual assault, promoting prostitution, conspiracy to promote prostitution and two counts of endangering the welfare of a child.
Holmberg faces the same charges, with the exception of a single count of first degree aggravated sexual assault.
“These defendants deliberately exploited and victimized a 12-year-old boy,” county Prosecutor Luis A. Valentin said in a prepared statement. “Predators such as this, whether they act to pursue sexual gratification, to earn money, or for any other reason, will be vigorously prosecuted.”
If convicted, Francis and Holmberg could face more than 20 years in prison.
